劳改研究基金会: 劳改研究基金会新建立中国政治犯小型人道救助项目(中英文)

在2008年接受雅虎人权基金後开始了对中国的人道救助活动。近年来,新的劳改研究基金会的理事会已经通过独立中文笔会、加州民主教育基金会–及宗教受难者後援会、明尼苏达民主民主基金会等每年向国内提供超过4万美元的人道资金援助,共援助了数百名中国的政治犯及其家属。

随着中国政府对公民社会的镇压以及对言论管控的收紧,中国出现了越来越多的政治犯,其中很多人及其家庭陷入经济困境。由於世界局势的变化以及受新冠疫情的影响,世界上关注中国人权的人道救助资金也难以覆盖需要经济援助的中国政治犯。

爲此,劳改研究基金会理事会在维持原来的救助渠道的同时,决定成立一个新的小型人道资助项目,对中国政治犯及家属进行直接救助。每次救助金额为300-1500美元不等。虽然本项目很难全部改善中国政治犯的处境,但是它将对现有的中国政治犯、良心犯的救助体系有所补益。

为了提高资金使用效率,接受救助的当事人应符合下列条件:
1) 当事人正在被拘押或者关押不少於一年後被释放;
2) 当事人或其家庭有经济困难;
3) 当事人被拘押的原因是因为其公益活动或言论;
4)当事人同意救助资金仅用於改善生活的目的;
5)当事人近期没有接受过公益救助或者虽然接受过但难以满足需要。

接受救助者应该由本人或者代理人申请,向该项目直接发送申请邮件。申请人应该在邮件中说明受难情况,通常情况下应该有推荐人以便核实情况。需要接受救助的当事人有紧急情况需要尽快救助以及有特殊救助要求,也可以在申请邮件中申明。

The Laogai Research Foundation newly established a small humanitarian aid grant for political prisoners in China

After receiving the Yahoo Human Rights Fund in 2008, the Laogai Research Foundation has conducted humanitarian support activities for political prisoners in China. In recent years, the new board of the Laogai Research Foundation has provided more than US$40,000 per year to China’s political victims since 2018.  This humanitarian supports were through various well-known human rights organizations such as the Independent Chinese PEN Center, the Chinese Democracy Education Foundation (CDEF) –Australia Support Network for the Persecuted in China, and the Minnesota Chinese Democracy Foundation. Humanitarian financial aid has assisted more than 300 Chinese political prisoners and their families.

With the Chinese government’s repression of civil society and tightening of speech control, more and more political prisoners have emerged in China, many of whom and their families face financial difficulties. Due to changes in the world situation and the impact of the new crown epidemic, the world’s humanitarian aid funds about China’s human rights cannot cover Chinese political prisoners who need urgent financial assistance.

To this end, while maintaining the original humanitarian support, the Board of the Laogai Research Foundation decided to set up a new small-scale humanitarian aid to provide direct assistance to Chinese political prisoners and their families. This project is a one-time small grant ranging from US$300-$1500.  Although it is difficult for this project to improve the situation of Chinese political prisoners, ultimately, it will benefit the existing aid system for Chinese political prisoners and prisoners of conscience.

To improve the efficiency of the use of funds, the recipients receiving assistance should meet the following conditions:

1) The individual is being jailed or released after his/her detention for not less than one year;

2) The individual or his/her family has financial difficulties because of the suffering above;

3) The reason why the individual was detained was because of his/her pursue freedom of speech publicly;

4) The recipient agrees that the small grants are only used to improve their lives;

5) The recipient has not received other humanitarian assistance recently, or although the recipient has received it, it is difficult to meet the needs.

Recipients should apply by themselves, their family members, or their agents, and send an application email directly to this project of the Laogai Research Foundation.

The applicant should state his/her suffering case, provide evidence and contact information in the email. Usually, there should be referees to verify the situation. The applicant who needs to receive assistance has an emergency and needs help as soon as possible.  For any special assistance requirements, the applicant can also explain in the relevant email.
