【美國北卡大學教授塗瑞峰：蔡英文論文像低劣電視肥皂劇】390多頁論文，我看了300多頁，沒有任何新意，沒有資料、統計數字、比較圖表等。到了356頁，才說要有新想法，結果是籠統提法，毫無創見。
塗瑞峰教授：My reading of Tsai』s “thesis” ，文章內容只代表作者個人觀點。
I was looking at the picture of myself, hanging in my home office, taken when I shook hands with the President of U of M, Ann Arbor, during commencement when my name was called and I walked up to receive my diploma; then, I realize that I never saw a picture of Tsai wearing the cap and gown of her LSE “Ph.D.” glory. In her ghost-written autobiography, she showed a picture of herself and her sister in London. Think about it. She came from a super rich family. After getting her “Ph.D.” degree, don』t you think her parents would proudly flew to London to participate in her graduation commencement. My parents, despite not super rich, did and afterward, we embarked a one-month driving tour to Florida.
So many things are so unusual surrounding Tsai』s Ph.D.
By the way, I flipped through her thesis and it is like a day time soap opera of US TVs. After 300 pages, it is still the same thing. I don』t remember seeing any data, charts, figures, or tables. Finally, I came to pages 356 to 364, where Tsai claimed that she had new proposals.
I said to myself, wow! let me see. I started to read it more carefully. Yes, after more than 355 pages, she now had something new. After all, a Ph.D. thesis is not a giant literature review. Two pages into reading her new proposals for dealing with, I am getting headache. The writing was so “lawyerly”! Really, for nine pages, she could claim a Ph.D. quality contributions, again with no charts or any data to support her new proposals. Here is what she stated (my parody) in pages 356 and 357:
1. First, she stated that she agreed with Barcelo that dumping in trade could be good to promote global efficiency and anti-dumping could be counter productive.
2. Then, she said the approaches by Barcelo for anti-dumping proposal was not feasible because the political pressure and call for anti-dumping would be high when the economy was not doing too well.
3. Now, enters her grand new proposals, so much better than Barcelo』s.
a. Remove pressure from the government so that it won』t have to take anti-dumping action.
b. To search for counter forces which can offset the pressure (the protectionist pressure).
Wow! How grand!!! To remove or to reduce the pressure pushing for anti-dumping, then there would be no anti-dumping. You got it. Drum roll please and put a Ph.D. degree on a plate.
Of course, the question is how. This was Tsai』s proposal for how to reduce or remove the anti-dumping pressure.
To remove pressure, do the followings:
i) ask the dumping country (such as China in dumping steel to the world) to do a VER (Voluntary Export Restraint). Good luck! And is this new? She was the first one to think of this! Hardly!!! She then said, if you tell the dumping country to do VER or I would put anti-dumping tariff on you, then the dumping country would stop dumping. What a brand new idea!! No only that, Tsai claimed the suffering country would also refrain from taking anti-dumping actions if they can have a talk with the dumping country (China). Yap! Until Trump, China was doing whatever they want. No refrain by China. The only thing that works for the US steel industry is TARIFF!
ii) Government subsides to slow down the decline of aging industries.
iii) Adjustment assistance, supported by the government. Are ii) and iii) brand new ideas, claimed by Tsai as her new proposals. Not at all, in the US, there are many federal programs, established since 1962 to help reduce the impact by cheap imports. The government would offer training, job search and other benefits to displaced workers due to the on-slaughter by the cheap imports. However, no government program can handle the killing field by China.
These are the grand new ideas after writing over 350 pages! Do you see the similarity to Tsai』s DPP government. After three years, no new reforms just new slogans and the dried mango fruits.
To reduce pressure, Tsai proposed to do the followings:
i) Use international sanction
ii) Use International pressure
So, how? Tsai first claimed that GATT could not do the job because its code was vague and could encourage the dumping country instead. But, Tsai stated forming an International Anti-dumping Code (IAC) can do the magic. Why? Because this IAC would hold regular meetings of countries with trade disputes. Once these countries sit down and talk about their differences, wow, like magic, an international pressure would form, and the bad guys would behave!
Yap! This was the solution by Tsai. What if the victim country could not present its case to IAC? Tsai proposed that IAC should behave like a prosector and hold the bad country responsible!
Wow! Under Tsai』s presidency, Taiwan could not tell the world the abuse by China but somewhere, somehow, there will be a “prosecution” committee uphold the justice for Taiwan. Wait, indeed, there is one. It is called the Trump administration. The US just passed a resolution to punish countries who abandoned Taiwan for China. Tsai is such a visionary and a prophet to foresee Trump』s assistance to her. Three Ph.D.』s please!
Again, this is after over 350 pages of writing. A class report would come to this after two pages. No data, no experiments, just some recycling of existing practices as her grand new proposals, then a LSE Ph.D. in hand. It makes such a mockery of academia.
