1966年8月26日出生，遼寧省鐵嶺市人，又名姜立軍，筆名龔存龍，基督教信仰者，前遼寧省調兵山市供熱公司職工，原鐵嶺市某私企老闆，自由撰稿人、民主異議人士、環保志願者、全民和解與社會公正促進工作室負責人，中國在押政治犯。


1988年10月，因主編《民聲報》、組織中國青年救國會，被當局收容審查88天；1995年11月，因同類政治因素再次被當局收容審查21天；2002年11月，因與陝西的民主異議人士趙常青等人，聯合全國190多名異見人士聯名上書中共十六大，要求當局重新評價八九民運、釋放政治犯、推行政治改革，以及恢復前中共總書記趙紫陽的人身自由等，11月6日，隨被北京警方以“在互聯網上發表文章，企圖組織自由民主黨”為由刑拘；同年12月24日，被北京警方以“涉嫌顛覆國家政權罪”正式逮捕；2003年11月，被北京市第二中級法院以同罪名判處有期徒刑4年，剝奪政治權利1年，並先後送往北京秦城監獄、天河監獄、遼寧省錦州監獄服刑，2006年11月5日刑滿出獄後，其追求民主之心依然彌堅，並續持關注和幫助各地訪民等弱勢群體的維權問題；2010年11月11日，曾就大連灣海域發生的重特大海難責任事故，積極幫助海難事故家屬上書遼寧省委書記和省長，要求成立事故調查組徹查真相；2013年2月16日，曾組織遼寧省各地公民網友到瀋陽市朝鮮大使館門前舉牌抗議，要求朝鮮當局停止在中國邊境地區進行核試爆，並要求中國政府立即停止對朝鮮的一切援助等；2013年3月1日，曾代表中國民間反核俱樂部發表聲明，要求廣州當局立即無條件釋放在廣州被抓的反核義士等；2014年3月底，又積極聲援3月23日在黑龍江省建三江被關押和遭遇毆打的四律師事件，並協助各地公民前往圍觀和參与捐款活動；5月16日，突然被瀋陽警方從家中帶走，後被警方指控因在網上發布煽動性資料，而被以涉嫌“尋釁滋事罪”和“煽動顛覆國家政權罪”予以刑拘；2014年6月24日，被遼寧省瀋陽市檢察院以同罪名予以正式批捕；2016年1月29日，被遼寧省瀋陽市法院以“尋釁滋事罪”判處有期徒刑3年；據悉，其在押期間備受酷刑折磨，曾窒息休克，至今手腕上的傷疤仍然清晰可見。


目前仍被羈押於瀋陽市第一看守所。

關於瀋陽市公安局刑警大隊岳鵬等人對我刑訊逼供的控告信
  


全國人大常委會：


張德江委員長：


我是姜立軍，遼寧省調兵山市環衛處幹部。2014年5月16日晚被遼寧省瀋陽市公安局以煽動顛覆國家政權罪，尋釁滋事罪刑事拘留，現被羈押于瀋陽市第一看守所一監區十八監室。


本人特向全國人大常委會並張德江委員長實名控告舉報遼寧省瀋陽市公安局刑警支隊大隊長岳鵬等人，對我進行殘酷刑訊逼供，其事實如下：


2014年5月16日晚，我被遼寧省瀋陽市公安局刑警支隊大隊長岳鵬等人在未出示任何證件的情況下非法綁架，並在我家中搜查數時，之後我被岳鵬等人用大巴車劫持到瀋陽市公安局刑警支隊地下室，車輛行駛兩個多小時的途中，我被一位江（音）姓副支隊長拳打腳踢數次，旁邊有兩人夾住我，我雙手背拷著，不能動彈，只能任其毆打。


夜裡11點多鍾，我被江副支隊長，岳鵬等人帶進地下室進行審問。我雙手雙腳被拷在老虎凳上，岳鵬，江副支隊長，朱某，段某，“大程子”，王克麟，李偉等人對我進行輪番毆打，幾次把我打昏過去，致我頭部，胸部，肋下，膝下，腳踝等多處外傷，雙手腕被手銬勒進肉里，血痕累累。至今我右臂和右下肢麻木酸脹，右眼疼痛並視力下降，雙手腕勒痕結疤清晰可見，拇指不能受力，甚至連盒飯都端不住。岳鵬等人要我按照他們事先準備好的筆錄材料供述，否則就拳腳相加，並用“蘇秦背劍”（岳鵬語）-----雙手一上一下被手銬從後背拷緊，跪在地上，幾個人一起向上拉，直到雙臂疼的難忍的殘酷方式折磨我，直到我哀嚎慘叫向他們求饒，並答應按他們要求做筆錄，才肯放手。那位姓江的副支隊長還安排人買來大頭針，準備往我的手指縫裡釘。岳鵬問我：“姜立軍，你知道我為什麽這麽干你嗎？”我說不知道，他說：“你他媽的得罪了我們老大。”我問你們老大是誰，他說是許文有（瀋陽市公安局長）。岳鵬問我認不認識馬志國，趙紅炎（兩位上訪的老員警），我說認識，他說：“他們以前都是我們同行，但你知道我們是怎麽折磨他們的嗎？我告訴你，我們把大頭針打進他們手指縫裡，讓他們說啥他們說啥。我們能這麽對待他們，對你他媽的還能客氣嗎？”他用鉗子在我手上夾一下，問我疼不，我說疼，他說沒事兒，我們給你打大頭針的時候還用酒精棉給你消毒，岳鵬告訴我“如果你不按我們的要求去說，我不但給你“蘇秦背劍”，還給你打大頭針！”
   

岳鵬等人用上述種種慘無人道的酷刑折磨我，還幾次威脅要抓我兒子。從5月16日晚到5月18日下午，他們不允許我吃飯，睡覺，上廁所，直到18日下午，在被他們折磨了40多個小時後才允許去撒尿，一位姓段的員警說：“如果再讓你坐幾個小時，你就得尿血，到時候人就廢了。”


5月18日晚上8點多鍾，我被送到瀋陽市第一看守所，當時值班醫生對我進行驗傷，我在驗傷報告上有簽字。我被值班管教送去一監區十八房，當時房內值日生張艷軍，李旭生等人對我身上的傷進行檢查，並彙報給值班管教：頭部額頭有腫塊，右前胸瘀紫，肋部擦傷紅腫，膝下有瘀腫，爽腳踝內側有血痕，左右腕被勒傷，右腕血痕極深，房內其他人也都看見。


5月19日上午開始，岳鵬等人開始對我進行輪番審訊，每天至少兩隻至三次，每次都是把我帶到看守所樓上臨時設立的審訊室——刑訊逼供室里，把我拷在老虎凳上，雙手背拷，輪番對我進行辱駡和拳打腳踢。


5月23日晚8點半，岳鵬，王某（王隊），“大程子”，王克麟把我帶到三樓審訊室，拷在老虎凳上。王隊對我說：“姜立軍，我現在實話告訴你，你已經把天給捅破了，你現在說也得說，不說也得說，沒有任何出路。今天許局長（瀋陽市公安局長許文有）和大偉廳長（遼寧省公安廳長王大偉）專程到部里彙報了你的案子，郭部長非常重視，他們又向孟書記做了彙報，孟書記說馬上向習總彙報你這個案子。實話告訴你吧，習總如果不高興，我們就幹掉你！我們現在對你毫不客氣，就是堅決鎮壓，我們能容忍殺人犯在中國存在，但不能容忍你姜立軍存在！”


岳鵬說：“姜立軍，你不老實我們就乾死你，我跟你說，別以為我們不敢，我們現在把你乾死，你就是畏罪自殺。再不老實我就把你兒子抓起來，我們就去隔壁收拾他，讓你親眼看著！”


岳鵬，王隊，王克麟，大程子四人把我衣服扒光，一絲不掛拷在老虎凳上，還用床單把我手腕，腳踝纏住，他們兩個人按著我的頭，兩人輪番用涼水從高處往我的鼻子和嘴裏灌，我被他們嗆昏兩次。晚上11點半，他們把我送回監房，我由於胸悶，頭暈，請來值班大夫。我向值班大夫介紹他們折磨我的經過，並請大夫做個記錄，張大夫說，沒有明顯外傷，我無法做記錄。我問張大夫：“他們如果用這種方式把我弄死怎麽辦？”張大夫：“他們不敢，他們把你弄死，自己也進來了。”


5月26日晚上8點多，岳鵬，李偉等人把我帶到二樓一間審訊室，他們讓我做視頻錄影。岳鵬稱公安部領導要看看我對案件本身的認識，市局領導也要看，如果態度誠懇，認識到自己的錯誤，並在鏡頭面前痛哭流涕，就考慮對我從輕發落，我對岳鵬說，由於連續提審，我好幾天沒休息了，也沒考慮好怎麽說，等明天再錄吧，岳鵬不幹，說今天必須錄完。我說我是在太困了，有沒想好怎麽去說，等明天的吧，岳鵬不答應。他說材料我已經給你準備好了，你就按我給你準備的說，接著他就給我念了兩遍他事先準備好的材料，讓我背下來對著鏡頭說，我說我沒有精神，今天說不了，他就從兜里拿出來一個小瓶，裏面裝的藥水，岳鵬說是提神的，他在我頭上，手上，臉上，抹了很多，逼著我在錄影機前按照他給我念的材料做了錄影。晚上10點多鍾回到監室，我感到頭昏眼花，胸悶噁心，房裡的其他人也聞到了藥水的異味，也感到噁心嗆人。當晚，我一夜未睡，還去廁所吐了好幾次，第二天還神情恍惚，噁心嘔吐，藥水的味兒早晨還留在監室里，嗆人難受。


5月20日晚上8點半，我被岳鵬，李偉，王克麟，伊鳴帶到看守所的二樓，在他們臨時設立的審訊室里，岳鵬強制要我承認我沒有做過的事，我不從，他們就再次把我扒得一絲不掛，拷在老虎凳上，雙手腕，腳踝被用床單纏住，李偉和岳鵬使勁按住我的頭，讓我仰臉，王克麟把一大桶水往我嘴裏和鼻子里倒，我掙扎，岳鵬使勁按我在老虎凳上，致我鼻樑磕破血流不止，他們還不甘休，直到我心臟病發作休克過去。我不知道昏過去多長時間，醒來時聽見岳鵬一邊掐我人中一邊大喊：“姜立軍，你媽來看你來了！”他一遍接一遍喊，直到我睜開眼睛，能正常呼吸，我看見大夫再給我做心電圖，測血壓，還看見那位江副支隊在給誰打電話，他們給我穿上衣服，把我扶進一張沙發里休息。整個刑訊逼供的過程，伊鳴沒有參与。
大約晚上10點多，他們把我送回監室，值班管教問我鼻子怎麽出血了，我說刑警支隊打的，那位管教說受傷了要做記錄的，我對他說了聲謝謝。


從5月18日晚我被關進看守所開始，岳鵬，朱某，段某，“大程子”，王克麟，唐甯，王某，李偉等人每天都對我進行輪番審訊，以岳鵬為主，不分晝夜，每日至少兩三次，一直持續到6月22日前後，他們每次都對我非打即罵，用各種語言侮辱我，並以背拷的方式折磨我，稍有不從便對我拳打腳踢，岳鵬還多次要脅我說要抓我兒子。


在看守所樓上對我進行刑訊逼供是，岳鵬經常說的幾句話就是:“X你媽的姜立軍，不說我就干你，這招要是你不服的話我就再給你換一招，我就不信你不說。實話告訴你，我就是乾死你，你也是畏罪自殺，我照樣穿警服，當隊長。你看，趙紅炎馬志國他們到處告我刑訊逼供，領導把我怎麽了？我不照樣黨隊長收拾你嗎？”


瀋陽市公安局刑警支隊岳鵬等人對我進行多次殘酷的嚴刑逼供，其手段殘忍暴虐，毫無人性，致我右臂，右腿麻木酸脹，雙手腕因被拷進肉里導致神經受損，拇指不能用力，甚至連盒飯都端不住，右眼疼痛不止，視力明顯下降。岳鵬等人的行為嚴重違反員警法，並已構成刑事犯罪。


因此，我希望全國人大常委會，張德江委員長對我的實名舉報控訴給予重視，並牌調查組調查核實岳鵬等人對我刑訊逼供及嚴重侵犯人權的犯罪事實，依法追究他們的刑事責任，清除中國司法系統的害群之馬。

translation of JIANG Lijun's Letter：




To: Standing
Committee of National People's Congress 


Mr. President ZHANG Dejiang,


I am JIANG Lijun (姜立軍), a staff
member of Environmental Preservation Bureau in Diaobingshan city, Liaoning
Province.  I was criminally detained
under the allegations of incited subversion of state power as well as  picking quarrels and provoking troubles on
the evening of May 16 2015 (a typo here, the year should be 2014 -- noted by
translator) by Shenyang Public Security Bureau. I am currently detained in Cell
No. 108, Shenyang No. 1 Detention Center.


I am writing to openly accuse to Mr. ZHANG Dejiang and the Standing Committee
of National People's Congress against captain police officer YUE Peng (岳鵬) and the cohort from Criminal Division of Shenyang Public Security
Bureau regarding their cruel torture in interrogation on me for
"confession".  Here below are
the detailed facts:


On the evening of May 16 2014, I was illegally abducted by Captain
police officer YUE Peng and his group from Shenyang Public Security Bureau
Criminal Division without showing any identification or legal documents.    They searched my home for several hours and
then abducted me from my  home into a
bus, transporting me to an underground room of their criminal division in (the
building of -- added by translator) Shenyang Public Security Bureau. During the
two-hour transportation, I was severely punched and kicked several times by a
deputy division head officer Mr. JIANG (江 by pronunciation) while two people clamped me tight from my sides. They
handcuffed me to my back so that I couldn't move, and was completely exposed to
their beatings.


At about 11 o'clock something in the late evening, I was brought to an
underground room for interrogation by YUE Peng, and Deputy divisional head Mr.
JIANG and their group. My both hands were cuffed to my back onto a tiger bench,
as well as my feet tied up to the tiger bench. A Mr. ZHU (朱某), a Mr. DUAN (段某), a "Big
Cheng" (大程子), WANG Kelin (王克麟), and LI Wei (李偉) etc. took
turns to beat me. I passed out several times, suffering multiple injuries in
the head, chest, under the rib, under the knees and in the ankles. The
handcuffs cut deep into my wrists, leaving multiple blood stains on the
surface. Till today, I feel numb and sore with my right arm and leg; I also
feel pain in my right eye and my eyesight weakened; the scars of in-cut from
hand cuffs are still clearly seen in both my wrists; and I cannot use force
with my thumbs -- can't even hold a lunch box. YUE Peng and the group
instructed me to make statements according to their version which had been
prepared beforehand. They would hit me with clinches and boots if I refused.
They even used on me a torture called by YUE Peng as  "Sword at the back of SU Qin" (蘇秦背劍), by which, my hands were twisted from across my
shoulder and my waist to my back, and shackled with a pair of handcuff;
meantime I was made kneeling onto the ground. A few people together pulled me
up (by the arms -- added by translator) till both of my arms ached so much that
I couldn't stand any longer with such extreme torture on me, and finally I
begged for mercy with loud cries agreeing to make statements as they would
instruct. They didn't stop torturing me till I made all compromises.  By this moment, someone had already bought pins
on requests of the deputy divisional head officer, Mr. JIANG, with which they
were going to punch into my fingers through the finger nail edges. YUE Peng
asked, "JIANG Lijun, do you know why we treat you this way?" I
replied no. He said, "Fxxking you have offended our big boss." I
asked, "Who's your big boss?" He said XU Wenyou (the head officer of
Shenyang Public Security Bureau). YUE Peng ask if I was acquainted with MA
Zhiguo (馬志國) and ZHAO
Hongyan (趙紅炎) (both were old
police petitioners). I said I knew them. He said, "They were both from us,
but do you know how we tortured them? For your information, we nailed pins into
their fingers by nail edges and then they would say whatever we instructed them
to. If we could treat them this way, how come we treat the fxxking you with
more mercy?" He clamped me in the finger with iron pinchers and asked me
if it was painful. I said yes. He said, don't worry, we'll apply alcohol to
clean the pins before we punch into your finger nails.YUE Peng said, "if
you do not follow our instructions with your statements, I'll treat you not
only with the Sword at the back of SU Qin but also with punching pins."


YUE Peng and the cohort not only inhumanely tortured me with the above
mentioned cruel techniques  but also
threatened to take hostage of my son several times. From the evening of 16 May
to the afternoon of 18 May, they didn't allowed me to eat, sleep or go to the
toilet. Only after they tortured me for more than 40 hours, i.e., the afternoon
of 18 May, I was allowed to pee; and a police Mr. DUAN said, you would pee
blood if we keep you sitting for some more hours, and you'll be sexually
paralyzed for life."


At 8pm something of 18 May, I was sent to Shenyang No. 1 Detention
Center.  The doctor on duty conducted
injury examinations for me, and I signed on the injury examination report. I
was then sent to cell No. 108 by the guard on duty.  At that time, the detainees on duty in the
cell -- ZHANG Yanjun (張艷軍), LI Xusheng (李旭生) etc, also checked my injuries and reported to the guard on duty as
follows: swells in the forehead; blues in the right front chest; rubs, blood
stains and swells in the rib; swells by blood under the knees, blood stains in
the inside of the ankles, scars from twist and very deep in-cuts from bleeding
in both wrists. Other detainees in the cell also witnessed my conditions.


Starting from the morning of 19 May, the group of YUE Peng took turns to
interrogate me, at least twice or three times a day. Each time they would take
me to a temporarily set up  interrogation
room above the detention center -- actually they were interrogation torture
rooms for forced confessions, where they would tied me up to the tiger bench,
twisting both my hands to my back and cuffed to the bench. Then they would take
turns to insult me, punch and kick me.


At 8:30pm of 23 May, YUE Peng, Mr. WANG (王隊, Team leader WANG), Big CHENG (大程子), WANG Kelin brought me to an interrogation room on the third floor,
tied me up to the tiger bench. Mr. WANG told me, "To be frank with you,
JIANG Lijun, you have poked through the sky (meaning to say top leaders of the
country -- remarked by the translator). Today, you just have to confess no
matter what. You have no other alternatives. Today, the bureau head officer Mr.
XU (the head officer of Shenyang Public Security Bureau XU Wenyou) and
department head officer Dawei (Liaoning Public Security Department head
officer) especially went to the Ministry for your case. The Minister Mr. GUO
took significant weight of your case. They together reported your case to
Secretary Mr. MENG, who said he would immediately report your case to President
Xi. To be honest with you, if president Xi is displeased, we will kill you! We
have no mercy on you, but resolute suppression. We can tolerate the existence
of murderers in China but not you, JIANG Lijun!"


YUE Peng said, "JIANG Lijun, if you don't behave, mind you, don't
assume we dare not, we are going to kill you. And you will be dead in the name
of suicide for fear of your crimes. If you still refuse to confess, I'll go and
get your son and we'll torture him just in the next room in your presence and
make you watch with your naked eyes!"


The four, YUE Peng, Team leader WANG, WANG Kelin, and Big CHENG,
stripped off my clothes, tied me up to the tiger bench, completely naked. They
wrapped up my wrists and ankles with bed sheets. Then, two of them twisted my
head tight while the other two poured cold water from above my head into my
nose and mouth. I fell unconscious twice, choked by water. Till 11:30pm, they
sent me back to my cell. I felt short of breath in the chest and great
dizziness, and I called the doctor in. I told the doctor on duty how they
tortured me, and asked the doctor to take down notes. Doctor ZHANG said,
"due to no obvious wounds, I am not in a position to take down
notes." I asked doctor ZHANG, "Then what if they kill me this way?"
Doctor ZHANG said, "They dare not. If they do, they themselves would end
up jailed in here."


Some time after 8:00pm of 26 May, YUE Peng, LI Wei etc brought me to an
interrogation room on the second floor. They requested me to make a video
recording. YUE Peng claimed that the leaders from the Ministry wanted to watch
how I viewed my case; the leaders from city bureau also wanted to watch. If I
showed sincere attitudes and admitted my mistakes and teared horribly in front
of the screen, they would consider slighter punishment terms. I told YUE Peng,
due to continuous interrogations, I hadn't rested for several days and had not
had idea what to speak, so if it okay to postpone till tomorrow. YUE Peng
didn't agree, and said it had to be done today. I said I was indeed extremely
sleepy and had no idea what to speak, so if it possible to make it the next
day. YUE Peng didn't agree and said, "I have prepared what you should say.
You just need to pronounce it out accordingly." Then he read out loud
twice what he had prepared in advance and demanded me to recite it in front the
video camera. I said I was mentally too weak for that, and couldn't manage
today. He then produced a bottle of medicines from his pocket and said this
would make me sober minded. He applied a lot on my head, hands, and face,
forcing me to read out the material he had prepared in front of the video
camera and took video of me. At 10:00pm something, I returned to the cell, feeling
dizzy, short of breath, and nausea. Other detainees in the cell also smelled
strong oder of the medicine and also felt nausea and choked. That night, I
wasn't able to go asleep, and vomited several times into the toilet. On the
second day, I went into a deep hypnotic trance and still felt sick. The strong
oder of the medicine still lingered around the cell on the next morning,
chokingly.


At 8:30pm of 20 May, I was brought to the second floor of the detention
center by YUE Peng, LI Wei, WANG Kelin and YIN Ming to the temporary
interrogation room they had set up. YUE Peng forced me to admit what I hadn't done
but I refused. They, again, stripped off all my clothes, tied me up completely
naked to the tiger bench, and wrapped both my wrists and ankles with bed
sheets. LI Wei and YUE Peng twisted my head to the upward position, WANG Kelin
poured a big bucket of water into my mouth and nose. I struggled, and YUE Peng
used all his strength to force me tightly tied up to the tiger bench, breaking
my nose bleeding. But they wouldn't stop choking me this way till I suddenly
passed out by heart attack and went into deep coma. I didn't know how long I
lost my consciousness, but I woke up hearing YUE Peng shouting "JIANG
Lijun, your mom is here to see you!", while nipping my philtrum. He kept
shouting this word again and again till I woke up and opened my eyes and started
to breathe by myself. I saw doctors examining me on ECG, measuring my blood
pressure, and the deputy divisional head officer Mr. JIANG talking to someone
on the phone. They were putting on clothes for me and laying me in a couch for
a rest. YIN Ming was not taking a part during the whole torturing interrogation
process.


About 10:00pm something, they sent me back to the cell. The guard on
duty asked how come I was bleeding in the nose. I said it was beaten by the
criminal division officers. The guard said recording was required for the
injuries. I then said thanks to him.


From the date I was sent to the detention center on the evening of 18
May till around 22 Jun, YUE Peng, a Mr. ZHU, a Mr. DUAN, "Big CHENG",
WANG KELIN, TANG Ning, a Mr. WANG, and LI Wei would take turns to interrogate
me each day, without considering day or night, twice or three times each day.
Each time, they would either insult me or beat me. They used all dirty words to
insult me and torture me by cuffing both my hands to my back; they would punch
and kick me at the slightest degree of my disobediences. YUE Peng threatened me
multiple times that he would take my son in captivity.


In the interrogation rooms above the detention center, YUE Peng often
uttered the words while torturing me like, "Fxxk your mother JIANG Lijun,
if you don't confess, I'll kill you. If you don't surrender by this means, I'll
offer you others. I won't believe that you can resist from confession. To tell
you frankly, even if I kill you, it will be taken as your committing suicide in
fear of your crimes, and I'll still be wearing the police uniform and hold my
captain position. Look, ZHAO Hongyan and MA Zhiguo have accused me everywhere
for my torturing interrogation, and so what? What has my leaders done? I am
still the captain and still is here to deal with you, see?"


YUE Peng and the group from the criminal division of Shenyang Public
Police cruelly tortured me multiple times 
with glossily cruel, merciless and violent means,  leaving my right arm and leg numb and sore,
the nerves in my wrists badly injured after being cuffed with handcuffs deeply
cut into my wrists, leaving my thumbs unable to lift a lunch box. I feel unrelieved
pain in my right eye and my eyesight seriously weakened. What YUE Peng and the
group has done has severely violated the Police Code and has already been a
crime by the criminal law.


Therefore, I am writing in hopes that the Standing Committee of the
National People's Congress and the president of the Standing Committee pay
enough attention to my open accusation openly signed with my name, and
investigate into  the conducts of YUE
Peng and the group when interrogating me with severe torturing techniques and
