9月29日晚，湖南株洲盘龙世纪城风荷苑小区，在冲突之后，业主们合力拖走并暂时扣留了一辆保安公司的特卫车。由于开发商强行收取架空层车位的停车费，业主们此前已发起过多次维权行动。当晚，开发商再次雇佣十余名保安进入小区，试图强行收取停车费，导致与业主发生冲突。冲突中一名业主被车辆撞伤，进一步激起了业主们的愤怒。
